In recent years, Taiwan has witnessed an increase in reported incidences of bullying in the workplace. This event has been arranged to examine the legal evolution of workplace bullying regulations in Taiwan and highlight key trends observed in recent years, including a noticeable rise in reported cases. In this 40-minute English session, the speaker will share his perspectives on the evolving legal landscape, practical case insights, and strategies for navigating this complex and sensitive topic. It will also address the heightened public awareness following the high-profile incident involving a government official in late 2023, and the subsequent revision of national prevention guidelines. Drawing from real-world cases, the speaker will offer insights into why workplace bullying has become increasingly prevalent--sometimes rivalling sexual harassment in frequency--and why it presents unique challenges, especially in the context of generational differences and evolving workplace norms.

About the speaker
Howard Shiu is a Partner of Baker McKenzie Taipei Office and Co-Chair of the ECCT’s Human Resources Committee. He concentrates his practice on labour and employment laws and dispute resolution. He was recognized as a Band One Employment Lawyer by Chambers And Partners (2025) and Recommended Lawyer by The Legal 500 (2025). He has considerable experience assisting and representing local and foreign corporations in labour and employment matters, including extensive experience handling workplace bullying cases, conducting investigations, and advising multinational companies on employment compliance, resolution of labour disputes, employment issues in merger and acquisition transactions, negotiation of collective bargaining agreements with unions, mass severance, and compliance of employment regulations. He holds LLB and LLM degrees from National Taiwan University and an LLM from New York University.
